Adding IPv6 subnet to existing Network fails

I am trying to add an IPv6 subnet to an existing network which already has an IPv4 subnet. The network is for a provider external network and uses VLAN tagging. The IPv4 network works fine, but when I try to add an IPv6 subnet to this network it fails.

I have seen two errors, the first time I get "internal server error", each additional attempt I get "no tenant network is available"

here are two attempts to add this new subnet.

[stack@ostack4-director ~]$ neutron subnet-create OAM --name OAM-IPV6-2 --ip-version 6 --gateway 2001:470:c2d7:3021::1 --allocation-pool start=2001:470:c2d7:3021::8000,end=2001:470:c2d7:3021::ffff 2001:470:c2d7:3021::/64 Request Failed: internal server error while processing your request. Neutron server returns request_ids: ['req-ea0ca650-bbc3-44b1-8bbd-7c6c294ffde7']

I have increased quotas for subnet/network but that does not seem to help.

I was able to do this successfully on other networks on this same stack a few weeks ago, but it is failing on this one now.

I have checked the ml2_conf.ini file and I see the correct vlan range in the VLAN section.

any suggestions would be greatly appreciated.

This stack is running Newton (Redhat OPS10)
