Customize Horizon Navbar color - Mitaka

I am working on customization of my Horizon. I have been successful with creating and using new logos for the login and UI screens. That was easy! I'd like to show how to change the color of the navbar, but don't see the change.

Here is my css file:

I thought that would change the navbar color to a darker blue (20355B), based on examples at the following URLs:

Instead, I see my new logo on the navbar, but the color is unchanged - still gray.

I must be overlooking something very minor. I'd appreciate the help to get this completed. THANX!!!
