i think issue will be resolve if you use public dns server ip such as 8.8.8.8 instead of 192.168.1.2

@billy thanks for your answer, it is works for me, but how can I get the default nameserver is 8.8.8.8 after I create a instance?

you can define nameserver ip while you create subnet for your tenant

See if there is list of nameservers on /etc/resolv.conf? If not, most probably you didn't have DNS servers in your network, In your tenant private network, edit subnet and add DNS servers in there. You can use 8.8.8.8 and 4.2.2.2 and then save it. Then reboot the Cirros VM and check again. If you are directly using the external network on your VM, then do the above for public/external network settings too.

how are you creating your networks? looks like the DNS server is missing. Make sure the DNS settings are correct in your DHCP server.

for example in cli type below command

nslookup
server 192.168.1.2
