Check the Cinder API log file, probably at /opt/stack/logs/c-api.log, or use journalctl.

I am not sure if you have debug logging enabled. If not, do it to get more details in the stack.sh log.

The newer versions of DevStack use systemd by default, and I don't know where they put the logs. journalctl should help; you just need to figure out what's the name of the Cinder-API unit. systemctl list-units should help.

Or look at the configuration settings for logging.
