Deleted instance from compute (VMWARE ESX)

Hello, I backed up an instance of a project through Veeam including the volume attached to the instance on VMWARE ESx hypervisor.I shut it down first from Horizon (HP Helion openstack) Deleted it from VMWARE Vsphere console and restored whole vm from backup. The instance (virtual machine) was restored fine and I can power it on from Vpshere console but Openstack horizon console still shows power state as shut down. when I try to start the instance I get error. Got some more information from compute host. Is there a way to force openstack to check instance current state. I ran many commands like openstack server reboot --hard, openstack server start etc but none helped. I want this instance to be detected by openstack horizon so I can manage it from openstack rather than vsphere client

Anyone out there who can share how to let openstack see the recovered instance from backup ???
