Hi, I have installed DevStack with the minimal local.conf file which is proposed by https://docs.openstack.org/devstack/latest (https://docs.openstack.org/devstack/l...). The page claims that with that configuration, keystone, glance, nova, cinder, neutron, and horizon will be installed. The question is: Which service will be in charge of creating volumes?

That would be Cinder, via cinder-volume and the configured drivers. By default, DevStack configures a single volume backend using the LVM driver, so that Cinder volumes are actually LVM volumes.

Swift is object storage. Ceph is not a component of OpenStack, but can be used as a Cinder backend.
