OnUser can modified it's own instance other user cannot access the instance

I also search they ask to change /etc/nova/policy.json file configuration

But I followed ocata installation doc. I search the policy.JSON file in controller node is not available

How to enable the policy.JSON file or manually create the file in the location.

Nova default policies are hardcoded in the Nova code and don't need the policy.json file. You can override the default by creating a policy.json file that just contains the rules you want to change. See http://specs.openstack.org/openstack/....

There is a command that allows you to list the currently active policy rules, but I am currently unable to find the reference.

EDIT: You can create a policy file with oslopolicy-policy-generator --namespace nova
