This error I was getting because the admin project volume snapshot quota exceeded on taking snapshot. we found out that by executing -debug to the command

"openstack volume snapshot create -- debug --force --description "new snap" <vol_id>"

the output was like " cinderclient.exceptions.OverLimit: VolumeSizeExceedsAvailableQuota: Requested volume or snapshot exceeds allowed gigabytes quota. Requested 500G, quota is 2000G and 1871G has been consumed. (HTTP 413)"

so after modifying the volume snapshot quota to a bigger value, we were able to get the snapshot created fine.
