As a general rule, the deployment should include the installation, why in the openstack differentiate out the installation and deployment?

Installation tutorials install OpenStack without any deployment tool apart from the usual package managers yum, apt and zypper. Their goal is learning about OpenStack, not creating a production cloud.

The deployment guides use a deployer and can be used for setting up production systems.

Install guide:

This guide is not intended to be used for production system installations, but to create a minimum proof-of-concept for the purpose of learning about OpenStack.

Kolla:

Kolla’s mission is to provide production-ready containers and deployment tools for operating OpenStack clouds

OSA:

This guide provides instructions for performing an OpenStack-Ansible installation in a test environment and a production environment
