Hello!

Try this:

Go in:

cd /var/lib/openstack-dashboard

And use this:

sudo chown www-data:www-data /var/lib/openstack-dashboard/secret_key

Restart apache:

 sudo service apache2 restart

And access the dashboard.

It worked for me, according this https://stackoverflow.com/questions/42632130/cant-launch-openstack-horizon-dashboard-ioerror-errno-13-permission-denied (link)

I hope it work for you too!

To be honest I'm new to OpenStack and in fact I have not checked my apache logs. But as I went back and saw something like my problem, I tried and it worked out this way. I'm not sure if that will work for you, but it does not hurt to try. Btw, good holiday

From what I understand, this error has to do with apache permissions, but I'm not sure. I did not go too far
