After integrating Cisco ACi with redhat openstack 10, router namespace is not getting created. Any idea ?

1.Successfully created networks ( internal and external) 2. Created router and attached network interfaces to router, but all the interfaces to router are down state. 3. So no routing happening internally(VM to VM) and external (floating ip ) 4. Network namespaces are creating successfully, but router namespace is not getting created.
