Is there a way to change the provider network type of an existing 'external' network? Nothing in the GUI allows such modification but maybe from the command line it is possible? My external network got created as a vxlan where it needed to be built as 'flat'. Thanks in advance.

If /etc/neutron/plugins/ml2/ml2_conf.ini has flat in the [ml2] type_drivers list, you should be able to just delete the provider network and recreate it as described in the tutorial at:

From the API documentation:

Most Networking plug-ins (e.g. ML2 Plugin) and drivers do not support updating any provider related attributes. Check your plug-in whether it supports updating.
