Failure creating NET_ID for private

I'm running Devstack to try and create a OpenStack installation for testing. I'm running within a VM, my localrc is below.

During the install, the command openstack --os-cloud devstack-admin --os-region RegionOne network create --project 7cd79cb2cf15462eb20c9f918a25271e private errors with die_if_not_set 211 NET_ID 'Failure creating NET_ID for private 7cd79cb2cf15462eb20c9f918a25271e'

There doesn't seem to be much on Google about this. Any help would be most welcome.

HOST_IP=0.0.0.0 looks wrong. What happens if you don't set it at all or use a valid IP address?

I got a same error, in my case, I could create new network manually after restarting ml2 service systemctl restart devstack@q-svc. For the installation, it is required to use 'restart' instead of 'start' for the service to fix this problem.
