I think OpenStack doesn't support juno version anymore. Is there any way I can install Juno on my test environment? I was trying to install through packstack but I was not successful to install a juno.

Option 1: Check if Debian/Ubuntu/Centos/SUSE still have Juno packages and install them. For example these Centos RPMs.

Option 2: Download the software from the releases web page.

Installation won't be as easy as packstack --allinone. Option 2 is definitely harder than option 1.

For both options, the Juno installation tutorial would be very useful. Unfortunately, the oldest installation tutorial on the docs web site is Liberty, but you can download the Juno documentation source and build it according to these instructions.

The Juno configuration reference is still available.
