I have openstack liberty. If I need to replace NIC on a compute/controller. DO i need to remove it from openstack and readd it as new compute/controller or just shutdown the services/ceph, replace nic and clear arp table if needed.

OpenStack was only binding NIC name, not include NIC MAC address, so you just shutdown service, and Change NIC, and make sure the same NIC name has connect to correct network.
