Getting 500 internal server error while accessing horizon dashboard (ocata) in ubuntu 16.04 LTS

Hi everyone,

After following the OpenStack ocata Install guide, i'm now in the step of trying to access the dashboard for the first time but every time i try to access horizon this message shows up:

The server encountered an internal error or misconfiguration and was unable to complete your request.

Please contact the server administrator at webmaster@localhost to inform them of the time this error occurred, and the actions you performed just before this error.

More information about this error may be available in the server error log.

I have checked the /var/log/apache2/error.log I got the bellow errors :

The message at the end is quite explicit: Incorrect timezone setting: FR.

An internet search for openstack dashboard incorrect timezone settingreturns quite a few documents. This one looks promising:
