error while launching an instance

hi everyone , i installed openstack newton multinodes , when creating an instance i noticed some errors in the log perhaps these errors are the reason why i cant ping to internet

The instance doesn't get access to the metadata API. This is not the root cause of your problem but might be related. First: Check if the metadata agent is up and running.

it also seems the cirros image is failing to install the default router obtained through dhcp... make sure you're using a recent version of cirros

From my experience, this happens when you launch that instance in an external network, where DHCP is handled outside of neutron. You can try using config-drive, this is what we use for external networks to inject metadata/userdata into instances.
