Unable to create Devstack setup for IPV6

We are trying to deploy Devstack setup for both Liberty and Mitaka IPV6 configuration, but unable to proceed with the following error:-

Though I know nothing about running OpenStack on IPv6, the failing command tries to do the equivalent of

curl http://[abcd:abcd:abcd::241]:35357

which returns a JSON structure describing available API versions. First step is to run this command manually.

Bevore this first step :), check if Keystone is running. If not, check Keystone and Apache logs to find out why.
