Does devstack completely install openstack? I read somewhere that devStack is not and has never been intended to be a general OpenStack installer. So what does devstack actually install? Is there any other scripted method available to completely install openstack(grizzly release) or I need to follow the manual installation steps given on openstack website?

The name and the website make it clear: Devstack is targeted to OpenStack developers. IMHO it's not really a good solution for learning or proof of concept, and definitely out of the question for any use that resembles production.

Having said that, it does install OpenStack. However, what do you mean by "completely"? OpenStack consists of many parts, most optional, and the term "complete" only makes sense when you compare the installed cloud to the deployer's goals.

Packstack is an easier to use, more standard and more stable alternative, I think, but you will have a hard time finding Packstack (or DevStack) for Grizzly nowadays. We are at Ocata.

For training/testing environments, I recommend the "training labs" here: https://docs.openstack.org/training_l... It installs the base components, and the rest can be manually added later. For production environments there are many alternatives like Ansible, Fuel, Kolla, etc. Regarding the version, Grizzly is very old, not sure if you'll find something automated.
