I want to implement Openstack. There are two servers, one for controller and one for compute. Each one has four disks and I want to raid them. what raid level is the best way?

What is "best"? It depends on what you want to get. Do you need to maximise protection against disk failures, or performance, or capacity? Or some compromise?

Is RAID 1 secure?

RAID 1 protects you against the crash of one disk. See also https://en.wikipedia.org/wiki/RAID.
