Timeout on Heat while creating a Sahara cluster

Hi,

I am new to DevStack and I'm trying to create a simple Spark cluster using Sahara. I have node group templates and a cluster template but when I create the cluster it seems to wait forever on "Create Heat stack" until it eventually times out. I tried increasing the timeout but it seems to be stuck forever.

Any help will be appreciated.

Here is my local.conf file:
