Newton - Image Service unavailable?

I'm installing Openstack (Newton) using the install guide (documentation) and having some issues.

Now I know I messed up here: (

I forgot to add the keystone authtoken & paste_deploy in /etc/glance/glance-registry.conf

I then populated the image service database sudo su -s /bin/sh -c "glance-manage db_sync" glance

Then restarted the services, loaded admin creds and downloaded the images. When trying upload the image to the image service, I received a "Service unavailable".

openstack image create "cirros" --file cirros-0.3.4-x86_64-disk.img --disk-format qcow2 --container-format bare --public

I then went back and fixed everything, but I'm still getting the "Service unavailable" message.

I think the issue here is the database is not being synced using sudo su -s /bin/sh -c "glance-manage db_sync" glance
