Ocata: Instance is stuck scheduling state

Hi, I just installed Openstack Ocata on Ubuntu 16.04.2 LTS. When I launch an instance, the instance is stuck in Scheduling state. The nova-conductor.log is showing a couple of error messages "ERROR nova.conductor.manager NoValidHost: No valid host was found. There are not enough hosts available." and "ERROR nova.conductor.manager [req-f2e08d39-11e0-40e6-8039-29d6b6942b54 - - - - -] No cell mapping found for cell0 while trying to record scheduling failure. Setup is incomplete." Anyone know how to resolve these issues? Thanks.

There are no resources available in your compute nodes to deploy the instance with the specified parameters. To see which one is missing, check the nova-scheduler.log, it will show a resource filter returning "0". In some cases, the nova-compute.log at the selected compute node will give us more information.
