I am new to openstack. How are new requirements handled in openstack?

In the respective release notes, I could see the new features added in that particular release. Is there any place I can check all the requirements implemented in a particular release?

Every release has a requirements.txt file. This is a file that look likes:

# keystone dependencies
pbr>=0.5.21,<1.0
pam>=0.1.4
WebOb>=1.2.3,<1.3
eventlet>=0.13.0
greenlet>=0.3.2
netaddr>=0.7.6
....

For other hand, in the launchpad platform ( http://www.launchpad.net ) exists a list of blueprint implemented for each version, for example, for keystone icehouse-1 https://launchpad.net/keystone/icehouse/icehouse-1
