openstack kilo netrun dhcp reuse ip

hi,everyone:
my openstack is kilo.and my network enable dhcp.
and i found:
if ip 192.168.0.11 has been resigned to a instance,and after a while,this instance has been deleted.
when i deploy a new instance,i found 192.1680.12 has assigned ,
so how to use the freed ip 192.168.0.11 by kilo netruon network?
i guess just use until end of ip pool,and then to reuse freed ip?
just my guess,hasn't to test it ?
pls tell me your idea or test results!

openstack port create --network net1 --fixed-ip subnet=subnet1,ip-address=192.168.2.40 port1
