when i try magnum bay-create --name k8sbay --baymodel k8sbaymodel --node-count 1 i got this error :Create for bay k8sbay failed: ERROR: HEAT-E99001 Service neutron is not available for resource type OS::Neutron::HealthMonitor, reason: Service endpoint not in service catalog (HTTP 400) Does mitaka not implement lbaas v2 and how to fix this problem? Thank you

It does, but the correct name of the resource is OS::Neutron::LBaaS::HealthMonitor. I don't know why you get the wrong name when setting up your Magnum bay.

LBaaS v1 has been removed in Newton and is only available in Mitaka or by custom installation (likely requires some hacking). This means to get the load balancer feature, you will want to install Openstack Mitaka and Magnum Newton.
