Why neutron node not separate?
Neutron database has to be replicated and synchronized ( inside maria-galera database cluster )
Thus you have to run a copy of Neutron Server on each Node of PCS/Corosync HA Controller Cluster.

Yes! DVR concept has eliminated the network bottleneck for the VM traffic to flow via the network node. So in all the recent OpenStack, it's best practice to combine network and controller in the same node.
