In recent OpenStack versions, it is normally enabled. Access http://keystone-address:5000/v3 to check.

You just have to tell the openstack client to use it. Instructions.

You can also download a script from the Horizon GUI that sets environment variables. You source the script, then use the openstack client. Instructions.

What do you get when you access http://keystone-address:5000?

Or perhaps you need to use https in your cloud.
