How to interpret "sample user_id" in Ceilometer documentation

In the Ceilometer documentation the field user_id for a Sample is defined as:

The user this sample was taken for.

What exactly does this mean? For example, if a user creates an instance and then a different user runs a script on it, would the CPU utilisation sample show the ID of the user who ran the script? In my current attempts, the user ID always appears to remain the same, no matter who uses an instance.
