Is this a kolla or docker-py issue?

docker-py 2.1.0 looks broken with docker 1.13.1 which breaks Kolla stable/ocata

It's related to docker-py lack of backwards compatibility with docker 1.13.1 - see bug https://bugs.launchpad.net/kolla/+bug/1668346 (https://bugs.launchpad.net/kolla/+bug...)
