With neutron, can a VM ping a physical machine that resides in my LAN? (I had no trouble doing this with nova-network flat DHCP)? If it is possible, how does one do this? (I'm using OpenStack Havana on Centos 6.5,and I'm using RDO for the installation.)

Further, the machine should be able to ping the VM (this I suspect is no problem with elastic IPs).

Yes, you should be able to do that with neutron too. Check this site, there are many questions about this and they're all hard to debug because every network is different.
