How to configure Neutron Server for HA

I'm trying to setup neutron server with HA enabled. my setup has control node, with keystone, rabbitmq and mysql and glance and moved out neutron to standalone node. Now I want to configure Neutron with HA configuration. In compute Node nova.conf file I find neutron section where url property can point to one url.

    url = http://neutron:9696

The document here does not explain anything. How to configure two neutron servers. Any help who has already configured or any pointer to a proper documentation where I can refer to.

Two neutron servers need a load balancer in front of them. URL is the endpoint VIP/FQDN. If moved neutron server to an external node, the endpoint need to be modified to point to that node IP. With just one neutron server cannot have HA, if the neutron node fall down the service is not available.

Yeah, I've a standalone neutron server node up and running. I wanted to add one more node for HA. Is there any other options, I do not want to configure VIP.

Neutron have three different "HA types (not really HA)", API services need a load balancer or pacemaker (where you create requests), agent HA service agents are distributed through neutron nodes (network workers, dhcp, l3, etc ) and DVR, where routers are in compute nodes.
