Instance Disk Parition: Manual always growing system partition to max

Hello,

I wanted to make partitions on my own, so I've downloaded qcow2 image of centos7 from http://cloud.centos.org/centos/7/images/ (there.)

Next, I've launched instance choosing "Disk Partition: Manual", expecting that will create small partition for system and leave free rest of disk. But as You can see below system partition takes 100% of volume space. Can someone describe me why and how can I partition disk manually? I would be very grateful
