Why does nova.conf cpu mode is updated to "none" after node restart

I want to work with nested virtualization with nested VM need specific CPU model. It was that by defaul physical host does not support all require flags but i forced these flag to create specific CPU model as seen in /procinfo. Now eventhough my nested host CPU proc info is set to designated CPU model seems libvirt is not able to accept same and still considering it as physical host cpu model [seen from virsh capabilities]. I now tried editing nova.conf and modified cpu mode to "custom" and model but when i do this i see the mode is changed back to "none" by system during restart . So i cannot force to get CPU model i am looking for my nested guest .

Any suggestion how /what can i do to make this possible .

What is value of virt_type in nova.conf ?

virt type is KVM
