If using a new system with systemd just do reboot or systemctl reboot , systemd will care of stopping the services right ;) If want a proper process for production, first gracefully stop databases is the main point

I believe :-

   # yum install openstack-utils -y
   # openstack-restart

No need to reboot or directly invoke systemd, the correct order of services restart will be handled by second command.
