I have an OpenStack setup with a controller node and two compute nodes. I installed networking-sfc using these commands:

$ git clone https://github.com/openstack/networking-sfc.git -b stable/newton
$ cd networking-sfc
$ sudo pip install -e /home/{user}/networking-sfc
$ neutron-db-manage --config-file /etc/neutron/neutron.conf --config-file /etc/neutron/plugins/ml2/ml2_conf.ini --subproject networking-sfc upgrade head
$ sudo python setup.py install

And then I was able to run sfc commands in Neutron CLI. At the first step, when I want to create a classifier, I receive the following error:

root@controller:/# neutron flow-classifier-create --description "PING traffic from 10.0.0.210 to 10.0.0.230" --ethertype IPv4 --source-ip-prefix 10.0.0.210/24 --destination-ip-prefix 10.0.0.230/24 --protocol icmp FLOWCLASSIFIER01
The resource could not be found.<br /><br />

Neutron server returns request_ids: ['req-9f128a5e-7e00-45e9-a70e-5be19665fad7']

I couldn't find any usable logs in Neutron log files.

Are you able to run other SFC commands like port-pair/port group create successfully? Try to run the command with "--debug" and paste here, so that we will get more logs.

Example: neutron --debug flow-classifier-create...

Thanks for the comment. No I cannot run any SFC command. I run the command in --debug mode. The log is here:

I was able to resolve this by using apt-get install python-networking-sfc instead of using the pip install, and then configuring according to documentation.

neutron-db-manage only handles the database part itself if I remember correctly, can you paste your /etc/neutron/neutron.conf and /etc/neutron/plugins/ml2/ml2_conf.ini? You should have in /etc/neutron.conf on the controller:

service_plugins = qos,neutron.services.l3_router.l3_router_plugin.L3RouterPlugin,networking_sfc.services.flowclassifier.plugin.FlowClassifierPlugin,networking_sfc.services.sfc.plugin.SfcPlugin

[sfc]
drivers = ovs

[flowclassifier]
drivers = ovs

The first line is the most important as it loads the endpoints (which are missing from your debug log).

The compute nodes should have in /etc/neutron/plugins/ml2/ml2_conf.ini:

[agent]
extensions = sfc
