Access to Openstack CLI from the inside of a tenant

Is it possible to get access to executing Openstack CLI commands from the VM (e.g. ubuntu) running inside Openstack tenant (project) without reaching an external network? Could you propose some solution?

For example: Access from ubuntu VM (instance) in Openstack tenant (project) to Openstack CLI and execute some neutron commands.

I don't think it's possible without external network.

You need a network connection from the instance to the addresses where the OpenStack API processes are listening, be it external or internal.

as for external - it is possible with proxies, etc. But how do you connect instance internal network directly to management?

not possible, unless you have external network or routable management network. one of our implementation we did this, we associate public ip in controllers and our fips are in same range, so they can access.
