Try nova boot ... via CLI . It seems to be a case on RDO Newton (CentOS 7.X)

nova boot --flavor m1.small --image ecd6bbe8-4853-434b-89d4-c7e2acba75fc --boot-volume ed949578-184e-4af2-95c9-a6f5d323a35d --availability-zone nova --min-count 1 --max-count 0 --admin-pass Admin@123

After running the above command i got the error "too few arguments"

Please advise

I don't think you can boot from an image and a volume at the same time. In other words, either provide the image or the boot-volume parameters, but not both.

All the problems you mention above indicate that your OpenStack installation is incorrect. How did you install OpenStack?

I install Openstack on CentOS7 with Packstack -allinone. Installation completed succesfully. On my friends Laptop it is working .

Correct command line via glance-image
Source tenant'credentials ( say admin)

nova boot --flavor 2 --key-name oskey1 --image id-of-ubuntu-image --nic net-id=id-of-private-network-attached UbuntuXenial

--availability-zone nova is optional
