Error in Horizon: No valid host was found. There are not enough hosts available.

Please, share nova.conf, also I would check if kvm is supported in your hypervisor, by the log i would say no.

egrep -c '(vmx|svm)' /proc/cpuinfo

If number is not 1 or more, change kvm to qemu in nova.conf of the compute node.

If it is a failure upon new instance launching, there will be more info in nova-conductor.log and nova-scheduler.log. Please paste conductor and scheduler logs for ua. Can you please tell OS version that you are using?

For the starter, typical problem of this error in CentOS is devpts permission problem. Conductor and schedular logs will tell us more. You have 8vCPU,16GB ram and 2TB space. Resource constraint does not seem to be the issue.
