ReadTimeoutError on openstack installation using devstack

I am trying to install Openstack using devstack on Ubuntu 16.04, running on Hyper-V ; Windows 10 host OS. I am encountering the following error while installing pysaml2-4.0.2

This looks like a temporary outage of pypi.python.org. Have you tried more than once?
