while installing openstack using devstack keystone/setup.cfg not found

I am installing openstack mitaka using devstack on Ubuntu 16.04 on Hyper - v ; host OS Windows 10. On running ./stack.sh I encounter this error.

Most probably there are earlier error messages. Have a closer look at the log. Also share your local.conf and the git clone command you used.
