User-level quota doesn't work

In Openstack newton, I try to set user-level quota to limit the number of instances the demo user can launch. But the user still can launch more than 3 instances. Any suggestions?

$nova quota-update --user demo --instances 3 demo
$nova quota-show --user demo --tenant demo

try this:

nova quota-class-update --instances 15 demo
edit flag offensive delete link more

The quota-class-update does project-level quota. I would like to limit the number of instances per user.
