Does RHEL 5.1 relese openstack new release newton.. Whta is better , to go with mitaka or newton release.!

Both Mitaka and Newton require RHEL 7.

Both are fully supported, but the Newton documentation is better, so go with Newton.
By the way, when I say RHEL 7, I also mean Centos 7. If your goal is to learn, and if you don't have a RedHat contract, you should be better off with Centos.
Deployment via packstack :- Prefereable RDO version is Mitaka , e.g. packstack functionality is not yet affected on Mitaka

Deployment via TripleO :- Preferable RDO version is Mitaka. Newton is not quite stable at the moment on bare metal.

At least until RHOSP 10 release I would avoid TripleO RDO Newton on bare metal.
