Migrate allocated IP between tenants?

Hello, Is it possible to migrate an allocated & assigned public IP(external network) from one tenant to another using neutron-cli and the tenant admin credentials of the openstack cloud?

Now you talk about "tenant admin credentials". There is no such thing, and I wonder what you mean. Domain admin credentials? Project credentials? Cloud admin credentials?

As Domain admin, I don't think you can interfere with projects' resources; domain admins can only manage identity-related resources afaik. If you have the credentials of the two projects, no problem. If you are cloud admin, I tend to think it should be possible, but I am not 100% certain.
