Using Cloud Init for automation in devstack

I have looked at some similar examples on heat orchestration and cloud config but I still want to make some clarifications. My use case is to build a web application on OpenStack(devstack) that autoscales. I am not sure if I need to install cloud-init on the host OS. Also, I tried some sripts like this one :

#cloud-config
apt_update: true

apt_upgrade: true
packages:
- python-pip
- fail2ban
- vim
hostname: mynode
fqdn: mynode.example.com

manage_etc_hosts: true

on an ubuntu cloud image (downloaded) from ubuntu repos. This failed ....How can i troubleshoot such failures ? Thanks in advance !!!

cloud-init is required on the guest, not the host. Regarding troubleshooting, perhaps you should start with logging https://cloudinit.readthedocs.io/en/l....
