What version of OpenStack U r using?
Anyway U r using --comparison-operator gt and I'm not sure if creating fip will result in 2 samples for 'ip.floating.create' meter. Please double check this.
Also I'd recommend to enable debug and check alarm-evaluator.log
BTW in Liberty there is introduced an 'event-alarm' evaluator that actually is more suitable for your scenario.
