You have a couple of options as below: 1. Use gparted 2. Partition the disk using fdisk 3. Use loop back devices - http://www.rushiagr.com/blog/2014/01/14/quick-start-linux-logical-volume-manager/

NOTE: I often use loop back devices for creating cinder volumes because it does not require partitioning.
