I haven't used this, but I had a look at the repos and think it works as follows. There is an ML2 brocade mechanism driver and a L3 router service plugin. You will also need the linuxbridge or ovs agent and that mechanism driver for local switching and tagging/untagging the packets and security groups. Linuxbridge is much simplier and you do not have to create bridges, just specify the interfaces. The brocade switches will do L2 switching between physical nodes and L3 "routing" between neutron subnets.
