1. Create public network matching 192.168.11.0/24 with gateway matching your real gateway.
2. Create private network and neutron router.
3. Create interface to private and gateway to external network at neutron router
4. Implement security rules as required.

Update network ifcfg-* files with IPs ( of course )

Enble service network && disable NetworkManager
Then reboot box.
