I could suggest some more debugging steps:

  1. login to rabbitmq admin console and check for queue: notifications.info
  2. You could retrieve messages from notifications.info queue on the admin page and analyze the payload for metadata.event_type=compute.instance.update
  3. grep /var/log/ceilometer/ceilometer-agent-notification.log for compute.instance.update
  4. nova.conf notification_driver=nova.openstack.common.notifier.rpc_notifier notification_driver=ceilometer.compute.nova_notifier default_notification_level=INFO instance_usage_audit=True instance_usage_audit_period=hour
